When I first read the article about a small town in Virginia making it illegal for people to put rubber testicles on the tow hitches of their trucks, I thought it was a joke. Why would anyone want to do that? And therefore, if no one is crazy enough to do it, why would there need to be a law against it?
Horrifyingly enough, this is a true story.
